Problem with CSVDE

I have a problem with the order csvde. Here the error
which I have when I carry out the order: csvde - I - F
fichier.txt

"Unwilling To Perform
The server side error is "Access to the attribute is not
permitted because the attribute is owned by the Security
Accounts Manager (SAM)."
0 entries modified successfully.
An error has occurred in the program"

For your information I am Domain admin, Schemas admin and
Entreprise admin.
What to make so that that functions?

You were probably exporting your data without -m switch and exported system
objects, which can not be reimported as they are automatically created on
import (SID, .....)
