As it says, it's the USED ink tank.

That is a sponge pad, occupying most of the base of the printer, which
soaks up all the ink that has been spent in head cleaning and overspray
from borderless printing. Obviously, if that gets too full it will make
a heck of a mess when it starts leaking out, so the printer will
eventually stop working until it's been fixed.

The usual method of fixing it is, as the manual says, to send it to
Canon for servicing. IF you can find a reset code and feel confident
about opening the printer, then it can be done yourself. The printer
case is held together by plastic clips, once the top casing has been
removed the workings can be taken off the base (two or three screws I
expect, assuming that it is like the S9000) and the waste tank pad can
be seen lining the base of the printer - it will be extremely soggy with
ink. It can either be sponged out using a large quantity of paper towels
(or similar) or removed completely and hand washed in clean water. If
the latter dry it completely before refitting.

The problem then is the reset code - the printer will still think it's
full unless the counter is reset. This can be done with the right
combination of presses of the buttons and power cycles. You will not get
the code from Canon - a search on the net may provide it. Obviously,
don't try it until you have the code.

It's 'cause the "used" ink tank is almost full, i.e. the tank used to
store ink discarded from head cleaning, etc. You options are:

1. Take it to Canon for servicing;

2. Clean out the tank yourself, and then reset the printer indicating
an empty used ink tank.

There is no "tank".

There is a felt pad.

It may or may not be saturated with ink

Canon (and others) cause the "full waste tank" warning to come on after a certain number of
prints and cleaning cycles.

This system is used to prevent people from suing the printer maker if ink should run out the
bottom of the printer and ruin furniture/clothing/carpets et al.

Usually the manufacturer will give up the reset code if asked. Sometimes not.

Canon has done so in the past for me (back when I had a BJC 610). Perhaps they now have a
policy counter to their old policy.

Usually a web search will cough up the reset sequence.

Do you think it could mean the place under where the cartridges return to
when you shut the printer off?

Check out this web page
http://www.neilslade.com/papers/inkjetstuff.html it has a description
over how to fix the "ink tank" problem your self.

No, it's where that leads to, a felt (or other material) pad in the
bottom of the printer.
