Problem with attachments in email

When sending a new email, when I click attach it no longer come up under the
subject line. It comes up in the body of the email. The receiver sometimes
can not open the attachment this way. I can only get the line under the
subject line to come up if I fwd or reply to an old email and delete the text
body.

Any ideas how to fix this problem. It just stopped working one day, so I
must have changed a setting.

When you send messages in RTF format, attachments are placed in the
message body.

Using HTML or plain text format places the attachments in the field
under the subject line.
