Problem with adding computer acount to domain

We are beginning to use active directory W2000 - we create accounts in AD.
After creating some computer accounts in domain (about 25) this message appears (translation from Czech):

The computer couldn't connect to domain. You have exceeded max. number of computer accounts allowed to create in the domain. Contact your administrator to cancel or increase this limit.

Where is this limitation, CALs, Group Policy ?
(We have enough Windows 2000 CALs registered by Licensing application as Per Seat CALs.)

First, are you a member of domain admins? Or do you have delegated the right
to add computer accounts to the domain? If it's not a delegation/permission
problem it might be that you need to increase the ms-DS-MachineAccountQuota
attribute value.
