problem setting up windows 2000(pls help, desperate!)

while installing windows 2000, this message:"File\i386
\ntkrnlmp.exe could not be loaded.The error code is 16"
came out, and said that setup could not continue. Anyone
know what is the problem, is it the hardware or what? If
yes, than how do i solve it, if not than what?

Obviously it's a memory related issue. It could be dirty CD drive or bad
CDROM copy itself as well.
