problem register COM or DLL

Is there anyway a user can register a COM or DLL from
Visual C or Visual Basic under Windows 2K? Seems like it
only work for Admin or Power User.

You may want to give our NeoExec a go. neoExec allow syou to execute
applications with elevated privs .. without granting any privilege to the
user(s).
