Problem opening attachments in Outlook Express 6

Hi,

Hoping someone can help me...I am having difficulty
opening attachments in my e-mail. When I double click on
the message to bring it up there is a note in light yellow
that says OE Removed Acces to the following attachments....

I have tried adjusting the security settings but cannot
seem to get it to work.

Tools-> Options-> tab Security-> option Do not allow attachments...

Note that this is an Microsoft Office Outlook forum. Outlook Express is
