Using Outlook 2002 when manuallly archiving an e-mail folder it does not
archive all of the e-mails. Leaves the the first half of the year

Are you saying that you cannot move the messages from the current folder to
the archive folder *manually*? If so, what happens when you try?
 
archiving works on the modified date. The items in that folder may have been
modified to within your parameter.
