Problem launching Access from a web page

I have an access database I want to launch from an
internal web page using a link file:///.../accessdb.mdb.
If I go to the directory using MS Explorer where the file
is and double click it, it launches fine. But from the
web link, it won't fully launch. I see MSACCESS.EXE in
task manager, and in the directory where the MDB file is,
I get the .ldb file created with my user account
indicating I have a lock, but ACCESS never presents the
database window with the main form. Interestingly, if I do
this from a PC that has only the MS Access Viewer
installed, it does open the DB. I have other DBs that
open using this method so I'm not sure what the problem
is.

I am not sure why you could have problem launching
Access from a Webpage.
Open a data access page on a Web server in Access

In the Database window (Database window: The window that appears when you
open an Access database or an Access project. It displays shortcuts for
creating new database objects and opening existing objects.), click Pages
under Objects.
Double-click the Edit Web page that already exists object shortcut.
Under Look in, click My Network Places, and then double-click the network
location that contains the data access page (data access page: A Web page,
published from Access, that has a connection to a database. In a data
access page, you can view, add to, edit, and manipulate the data stored in
the database. A page can also include data from other sources, such as
Excel.) you want to open.
In the folder list, locate and double-click the folder that contains the
data access page.
Double-click the page you want to open.
Note Make sure your supporting files folder is in the same folder as the
data access page so that any links are maintained.

Tips

To quickly open a data access page on a Web server, in the File name box
type the address for the page you want to open, and then press ENTER. For
example, you might type http://sales/february/Page1.htm to open a page from
the sales department. If a Web folder (Web folder: A shortcut you use to
save, open, copy, or delete files on a Web or FTP server. Some Web folders,
such as document libraries, have functionality not available with local
folders. You'll find Web folders in My Network Places or Web Folders.) at
http://sales/february doesn't already exist, it will be created
automatically when you type an address in the File name box.
If the Web toolbar is displayed, you can type the address in the Address
box, and then press ENTER to quickly open the page in your browser.
