problem in sending emails and not recieving them

I have a problem in Sending mails. I am recieving mails without any problem.
I use MS - Office Outlook 2003. It doesnt give any error. It just doesnt send
the mails and the mails will be populated in Outbox folder. Also i checked
for com add ins and none are there. I also checked the registry and 1 addin
is present with name "Microsoft.VbaAddinForOutlook.1". I also enables logging
and the log says:

Synch operation started (flags = 00000001)
2006.08.01 15:24:50 Microsoft Exchange Server: UploadItems: 1 messages to send
2006.08.01 15:24:50 Microsoft Exchange Server: UploadItems: couldn't send 1
messages
2006.08.01 15:24:50 Microsoft Exchange Server: Synch operation completed

I also have web mail(virtual email). With the same email id i can send mails
using web mail. what might be the problem. Please help in solving this...
what might be the problem.

I am also having this problem and have linked it to my Norton Internet
Security package. I started getting these types of errors after the 7/30/06
update. I haven't found a solution to the problem yet other than
uninstalling Norton. Still looking for answers.

See if Symantec has a solution.

I did check their website. It says to disable the email scanning, but this
does not work. The only thing that I have found that does work is to
uninstall Norton. Of course this leaves your computer unprotected.

Uninstall and then reinstall Norton and do NOT include the mail scanning
feature.
