Problem in registering WMI provider dll

Dear all,
Now i m developing WMI Provider dll using VC.net ATL Project,this
dll registered(regsvr32) in .net installed system .But im trying to
register this dll in fully .net not installed(Only .net framework
installed)system,gives "Load library (WmiProvider.dll)failed,The
specified module could not be found" error.
Plz help me slove d issue.
