Problem -in links from IE and OE

Suddenly my OE and IE programmes refuse to redirect
by clicking on URL references - Is this the result of
a virus ? If I reload OE and Ie will it persist ?
How to stop idiotic messages by email using
random addresses eg (e-mail address removed)
- and changing subjects as infinistum
