Problem in Connetion / C# coudn't be connect to my DB

hey howdy folks !?
recently I've been encountered to a sikt problem while conneting to
SQL Server via C#, whenever I want to load my project and then run it,
it show me one Error that cant be connect to database, this problem
bothered me after changing my windows and starting a new setup for
Microsoft Visual Studio 2008 team system edition .
I can't find a good solution for it, where's the problem ?

Why are you hardcoding your connection strings in the code?
That style of programming went out in the 1990's.

The section information is the same in web.config or app.config.

It's kind of hard to find out what is wrong with just the information you
provided. You might want to follow the steps described in this article to
isolate the issue

changing your windows? you mean reinstalling windows?
if so you might have a firewall installed
