Problem at startup .NET framework

When windows starts up there is a critical message box every time I start up
saying that the .NET framework has a problem resolving a date.

There is a Continue or a Quit button and either one works fine with no
further problems.

What's causing it? can I disable or uninstall anything that will stop it?,
can I tell it to ignore the problem each time?

What is .NET Framework? do I need it? is that enough questions?

The .Net framework is a set of libraries that are used by other programs.
The libraries don't run by themselves. There must be a problem with a
program that is set to startup when the machine starts up. Think about
applications that were recently installed and start there by uninstalling.
