Problem at Startup and Shutdown

I am cleaning up a friends computer. During the startup process an image
shows up just before the computer boots to the desktop. I killed everything
in the start menu. I found the .JPG image which appeared to be loaded the
same time he installed PALM software. The image was located in a PALM
subdirectory called Splash Image. Even with the image deleted it still shows
up during bootup. It also shows up at shutdown just before going to
bluescreen then blackscreen. The image is not located in the display
wallpaper listing. Any ideas about how to get rid of this?? Thanks in
advance for your help.
 
I should have mentioned that in both cases the image goes away, it is only on
the screen a few seconds during both startup and shutdown. Thanks
 
Disable active desktop, remove/change the "fleeting" background,
re-enable Active Desktop.

corrected the problem. Thanks for the responce!!
