Problem accesssing secure web sites

Without knowingly changing anything, I cannot access parts of many web sites. I can't get into bank account info, purchase goods online, get airline boarding passes, etc. I followed all of Knowledge Base Article 811834, except as it referred to FIPS changes. My Admin. Tools does not have a Local Security Policy tab. Windows XP, Comcast Cable, home network router. Norton firewall disabled.
 
Not really a FrontPage issue.
However, try this:
Internet Explorer Toolbar > Tools >
Internet Options ( or just Options ) >
Programs Tab,
Click "Reset Web Settings"
on the next pop-up Uncheck "Reset my home page"
Click OK and OK again to close the panel.
Close and re-open Internet Explorer.

This doesn't have anything to do with Front Page but......

I have a couple of basic questions:
(1) You aren't a minor whose parents have parental controls set to keep you
from enterring adult content, are you? (I have to ask! Kids do the darnedest
things.)
(2) Specifically, what messages are you getting when you try to access these
sites?
(3) Do you allow cookies?
(4) Where are your IE security levels set? They may be set so high that you
can't access anything like that.
(5) Have you called Comcast falling all else?
