Probably OT but....

I was loading an online poker software exe file and came up against this Error Starting Program message:

The MFC42.DLL is linked to missing export KERNEL32.DLL : DelayLoadFailureHook.

The Program seems to have loaded onto my PC but will not execute. This seems strange as I have used the program before on this machine, with no problems, but removed it a few months ago.
So:
1. I'm running 98SE, would this error show up because the program now needs XP to run?
2. Do I need a diagnostic tool to sort this, and if so can anyone recommend one?
3. Is it something else?

I know this may be a bit OT (or maybe not if I need a diagnostic tool), but this is a knowledgeable and helpful group so I thought I'd try here first.
