Private Character Editor

Dear friends: I am doing transliteration work--taking
words from one alphabet (Arabic) and writing it into
another alphabet (Latin). The standard of way of doing
this is to use letters such as an "i" with a flat line
over it for one sound, an "s" with a dot under it for
another, etc. I can't figure out how to get these dots
under letters, or these flat lines over other letters. I
have gone to "character sets" but didn't find anything
useful. There was a reference to something
called "private character editor" But I couldn't figure
out what or where this is.
Can anyone help me figure out what I can do to put
these dots and lines under Latin letters? Thanks

If you're looking for the character map under Windows XP, click "Start",
"All Programs", "Accessories", "System Tools", and then "Character Map".
You may find what you're looking for here.
