Privacy tab in outlook express

When you go to help to change a "blocked" address to "allow" it says to go
to tools/options/privacy. How do I change a blocked address to allow?

Where does it say that? Go to Tools-Message Rules-Blocked Senders List.

Tools/Message Rules/Blocked Senders List.

No privacy tab here either.

The OP was looking at the bit of Help(?) that says "Tools-*messenger*
*service*-Privacy Tab".....
