In my test AD domain, I'm seeing an event log security warning, Event ID:
40961
It's telling me that "The Security System could not establish a secured
connection with the server DNS/prisoner.iana.org. No authentication
protocol was available."

What is this domain and why is my server trying to contact it?

This is a deafult behaviour for the workstation or server which can not
get the IP configuration from the DHCP. When DHCP fails the Automatic IP
(APIPA) is assigned to the network card. When it tries to resolv the IP
it gets this prisoner.iana.org domain

or You don't have a reverse lookup zone for Your IP subnet from the
private address class, idf so try this KB:
