How can I print a draft poster on 8.5 X 11 paper and tape it together - using
Powerpoint Professional 2003?

If you're looking to split up a larger PPT slide across multiple sheets of
paper, PowerPoint won't do that.

Have a look here, though:

Print large-format slides to normal size paper (tile)
