I am looking for a freeware application that allows me to print any file or
web page to picture file formats such as JPG, BMP or GIF.
Anyone who knows of any, please advise.

You can use a capture program and a picture printing program together and
get some fast and pretty good results. I recommend MWSnap and Firegraphic.

PDFCreator, <http://sourceforge.net/projects/pdfcreator/> . Prints to
PDF and several graphics formats.
