"Print Titles" Disabled

The "Print Titles" option on the "Page Setup" - "Sheet" tab is disabled, or
greyed out in my Excel 2002 SP-2. Anyone know why? Without it I don't know
how to repeat the column headers on each printed page.

They're disable if you try to get to them via print preview.

But File|page setup should work ok.
