Print Titles Disabled

The "Print Titles" option on the "Page Setup" - "Sheet" tab are disabled, or
"greyed out" in my Excel version 2002-SP2. Anyone know why?
 
They're disable if you try to get to them via print preview.

But File|page setup should work ok.
 
Also disabled if two or more sheets are selected(grouped).
