Print jobs from a spool?

I'm administrator in Internet caffe and I've got 40 computers in here.
I want to give permission for all of my users to print something on my
printer.This printer is network sheared (i.e. "\\archiwizer\hp
LaserJet 1320 PCL 6").

Problem is that I want to give permission only to send, not execute
them. And only I can decide Which print job will be finished and which
not.

I've got 2 questions:

Q1:
How to do that on windows Xp machine? Do I need any special program? Or
maybe WinXp is enough?

Q2:
I've got D-link DP-301P+ print server device. Maybe I can do that with
help of this little thing?
