This can often be switched off through the BIOS on your MoBo.

it may even work

caps and scroll should be off anyway, numlock is
usually a bios option

the leds actually have nothing to do with windows, windows may think them
off and act accordingly even if they are on, leds.exe just simulates a
keypress toggle
so may still leave windows and leds still out of sync
