Previewing Hover Buttons

I know this topic has been beat down and that one should really get away from
using Hover Buttons however, I have a Windows XP user using FP 2000 that
created some hover buttons on a page. When she creates them in Design View
she can see them. When she goes to Preview mode she cannot see them at all.
Not even a square with an X in it. I have downloaded JVM from Java.com but
still to no avail. She also by the way CAN see them through IE 6. She just
cannot see them in Preview mode in FP.
Other Win XP users running FP 2000 see them fine in Preview mode.

I also went ahead and removed FP 2000 and took her to FP 2002, same scenario.
I have not taken her to FP 2003 yet.

Has anyone come accross the strange issue??

Keep in mind even if she can see them, doesn't means that other visitors to her site will see them
or be able to navigation her site.
