How do I make all files which is created in Excel
previewable?

When I select preview from FILE, OPEN, why can I preview
some files but not others?

The files files must be saved as "previewable".

With a file open go to File>Properties>Summary tab. Lower left corner select
the checkbox at "save preview picture".
