Preview Pane

View | Layout and then you can uncheck it. You can also put a button on the
toolbar to turn it on and off.

Click Tools,Click options,click read,uncheck Automatically download message
when viewing in preview pane
 
Is it possible to have Windows Mail NOT show deleted mail in the preview
window, without making all the other folders not show mail in the preview
window?

No, but you can put a button for the Preview pane on the toolbar, as I said
below.
