"preview in browser" rearranges IE toolbars

I have my IE 6 toolbars locked, but when I choose "Preview in browser" from
FP2003, the IE window that is opened has the toolbars all changed around.
This would be bad enough anyway, but since the toolbars are locked, my
toolbar arrangement is then saved as the new arrangement that FP concocted.

Is there any way to make FP use my locked toolbar arrangement?

I have been unable to find any comments about this problem here or at Google
Groups, but I can't believe that I'm the first/only person to encounter this
problem.

You may not be the first person to encounter it, but I do believe that
you're the first person to report it, here anyway. Did this behavior just
start recently? Did you make any changes (software install, Windows Update,
etc.) around the same time that it started happening?

I had not noticed it happening until today. I don't think I've installed
anything for a couple of weeks at least.

I tried rebooting, and that seems to have fixed part of the problem. FP
still opens IE with a weird toolbar configuration, but that is no longer
immediately being set as my default toolbar config. I can now open IE with
FP, then open IE independently, and the independent window has my stored
toolbar configuration.

I guess this is probably as good a fix as I can get, unless you have any
other ideas?
