Is it possible to prevent some users of a home computer from using installed
software such as IE in favour of a bundled/branded version of IE that has
more robust security provisioning?

We have a family computer whereby children can surf the web using defined
accounts, the security/safety settings work fine in the "bundled/branded
browser" but can be subverted if IE itself is accessed.

IE is IE. Branded or not it is the same.

You want added software like NetNanny to limit what children can access.
