Preventing programs from forcing focus

I know I've seen this somewhere in XP settings, but where can I find the
toggle to block programs from taking focus when they are not active?

Using TweakUI
(http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx) :
.... Open TweakUi
.... Expand General
.... Click Focus
.... Select "Prevent applications from stealing focus"

Using Regedit (C:\windows\Regedit.exe)
.... Open Regedit
.... Expand "HKEY_CURRENT_USER\Control Panel\Desktop"
.... After click the Desktop in left side, double click
"ForegroundLockTimeout"
.... Change its value to "30d40" (Without quotes)
