Preventing "plugins" via policy

I need to stop users from installing those irritating add-
ons such as HotBar or custom cursors that they get off of
these web sites. I do not want to restrict them to the
Users group - they need to still be a Power User on their
workstation. Is there a way to prevent this via a GPO?

Try disabling "Install on demand" in IE.

I didn't see a quick entry in the GP administrative templates for this
setting, but I'm sure it could be figured out.

In our company we use DownloadSecurity from GFI running on Microsoft ISA
Server 2000 to keep this dreck off the network.
