Preventing outlook from asking to send a read receipt? How?

When I send an email with a tracking option to send me a Read Receipt,
Outlook will ask the receiver of the email wheter they wish to send that read
receipt to me - is there any way to circumvent this so that the receiver
never gets asked this question and thus the read receipt come to me
automatically?

As the other reply says, no. This is entirely up to the recipient - or their
sysadmin. I think most people find read receipt requests offensive - I know
I do - and block them. They aren't a really useful way to determine whether
someone's read something, anyway. If they haven't done whatever it is you
requested that they do in the message, you'll know it. If you need to know
for sure someone read something, hand them a piece of paper, watch them read
it, and have them sign something saying they read it.
