Preventing entry in more than one cell in a range

Again, I need some expert assistance.

We have a range of 12 users in columns and in the rows below times in 15
minute intervals starting at 08:00 and ending at 17:00.

If User 1 inputs "yes" against 08:00, on other User should be able to input
against the time of 08:00.

Any suggestions welcomed!
