Preventing creation of local accounts

How can I prevent an unknowlegeable user who just happens to have admin rights from creating a local account on an XP machine? Or, how can I prevent everyone but one specified user from accessing the PC through RDP? Here's the challenge - I do not have a domain environment. This is a Novell shop.
 
Don't give everyone "Admin" accounts. Just set them as Limited accounts and
give the trusted user access to the Admin account. There is no need for a
domain to do this. You would have to make the adjustments to each machine in
this situation.
