Preventing access via user accounts

Hi,

I'm trying to set up my computer in a way that can be used
safely by another person. I want to grant access to only
a couple of programs and hide the rest of the system. I
have changed the Start menu programs and Desktop icons. I
now want to hide "My Computer" and "My Network Places"
and "Control Panel". I can hide these from the Start
Properties, but anyone can right-click Start and show them
again.

Does anyone know of a way to change the Start menu and
then prevent a user from changing it back again?
Alternatively, can anyone think of a way to hide the guts
of the computer from all but Administrator?

Yes I would like to know how to do this too. Anybody out there who can at
least offer a starting point?

NTFS File permissions. Chosen carefully.
Limited (Power Users or below) accounts.
Local Group Policy settings can help lock down the desktop and such.

Perhaps a little Google research might be in order as well as Microsoft KB
article searches. Check out winguides.com, jsiinc.com and an assortment of
other sites out there that explain how to lock such things down. Look at the
Windows 2000 stuff because a lot of the information (most) transfers over
directly.
