Prevent Users from Copying .exe file on server

Hi All,
I have an .exe file sitting on w2k server (ntfs drive)
that's accessed by all users. I'm trying to setup a
permission that users can only READ and EXECUTE from the
server and they can't copy the .exe file to their local
drives. There's no Deny Copy I could set on the server.
How do you accomplish this goal. Your advice is greatly
appreciated.

Copying a file is always possible if you have
"Read" access to the file.
