prevent users from changing password of logged on more than one time

does annyone know a method to prevent users from changing their password
when they are logged in more than one time?

IF they log onto a Domain you can restrict them in
usermanger or Active Directory users. If no domain then
each computer they log into you would have to use the
usermanager on each computer
