Prevent users from change date and time on windows xp home

I have a client using Windows XP Home who has a habit of bringing up the
Date and Time Properties (double clicking on the taskbar) and accidentally
changing the date.

Is there any way to lock this down on a standalone computer? Some registry
setting perhaps, or script? I know that windows XP Pro has that feature on
gpedit.msc, but how can I do it in Windows XP Home?

Thanks

You're quite right that XP Home doesn't natively support what you want
to do. Try either MVP Doug Knox's Security Console or the MS Shared
Computer Toolkit.
