Prevent User accounts

I have a dedicated computer for visitors' use that I do not wish to password
protect so as to permit the visitors unrestricted access. I do, however,
wish to prevent any of the visitors from setting up their own user account.
Can this be done without otherwise restricting access to the computer?

If they are left "unrestricted" - that pretty much means what it says.
Cannot have it both ways.

Create a "user" level user - automatic logon and/or no password and only
account showing on the Welcome screen.
This limits what they can do and minimizes your necessary effort.
