I would say that your suggestion is perfectly fine so long as the OP is
aware of the limitations. You have to assess the risk of someone in your
organisation being a hacker. Where I work, such hacking would be a
disciplinary matter so the risk is very low.
There isn't really one for Access (or any other file-based DBMS where the
user must have access to the file).
As Keith implies, the only reliable approach is to use a server-based DBMS
that has appropriate security. Note that this does NOT mean you can't still
use Access as the front-end!

You can protect your code somewhat by making your FE file an mde.
