I know that have ability to prevent a domain user to change screen saver
option. But my q is:

Can prevent from any user to change screen saver option for specific
computer in domain?

What do you mean by 'any user'? Do you mean a Domain Admin? Then, no - you
can not really prevent that short of removing the Domain Admins group from
the local Administrators group on each WIN2000 / WIN XP Pro system. And
that would not be a very smart thing to do.

Do you want to prevent just about anyone from changing the screen saver on
specific computers? Then take a look at the GPO with Loopback Processing in
replace mode ( the other choice would be merge mode ).
