Prevent Enable/disable LAN

I have a situation where I'd like to prevent Enable/Disable of LAN.
The users are normal network users, but some have local admin
permissions to their computers.

What policies will I need to apply to prevent Enable/Disable LAN on all
for all users (except domain admin)?

In GPEDIT, go to User Configuration, Administrative Templates, Network, Network Connections. See the entry for Enable Windows 2000 Network Connections settings for Administrators. Enabling this policy enforces the restrictions, even for Administrators, in Windows XP.
