prevent computer to access network resources

Iam Asking if I could prevent a specific computer from
accessing any network resources.
i.e assume that at a specific time I need to prevent the
logged user name on a specific machine from accessing any
network resources and also Iam asking how Could I
shutdown a specific machine remotely using its DC

Help will be so much appreciated

You can use shutdown.exe from the resource kit to remotely shut down or
reboot a machine.
