Preformatting Excel Prior to Opening Spreadsheet

We've got a program that imports data in a CSV format into a brand new Excel
spreadsheet, some of the data contains social security numbers which often
begin with a zero. Is there a way to format Excel so that every time it
opens a specific column can be set to a social security format?

No you cannot.. You can use the Text Import Wizard.

--In 2007 from menu Data>From Text and in 2003 from menu Data>Import
External Data>Import Data ---select the .csv file to be opened.
--From the 'Text Import Wizard' Step 1; select 'Delimited' and hit next
--From the 'Text Import Wizard' Step 2; select 'Comma' and hit next (you can
uncheck the other defaults selected)
--From the 'Text Import Wizard' Step 3; From 'Data Preview Area' select all
the columns which you would want to be displayed as text. Once selected the
background will be black and the text will be white.
--Then on the same window from the group 'Column Data format' select Text
and Hit Finish.
