Precondition of using moveuser.exe

I want to use moveuser.exe.
My understanding is correct ?

1. User who executes Moveuser.exe is a member of Local Administrators group
and it should be a third local user.

2. Create the new domain user profile to local PC, and then execute
moveuser.exe.

3. If above is satisfied, moveuser.exe can execute itself at offline
environment.

Depend on Command line option , If use /y, No new profile required.
but the client need to connect AD via netwrok.

3. If above is satisfied, moveuser.exe can execute itself at offline
environment.
