PPTP VPN clients take 4 redial attempts to login to RRAS Server

We have a 2000 server(SP4) running RRAS as a router. When PPTP clients try to establish a connection they get a 721 error the first 4 or 5 times you try to connect. Then they will login with no problem. But if you disconnect the client and try to re-connect it takes another 4 attempts to log back on

Is this a fixable issue by register or hotfix
