PP2007 BUG: Minimize ribbon

If the Ribbon is minimized, using a command from a tab that appears in the
title bar (e.g., Picture Tools, Drawing Tools) will restore the Ribbon,
requiring it to be manually minimized again.

That's not what happens here. After it's been minimized, if I click one of
the tabs, the Ribbon goes away automatically when I move my mouse away from
it.

It only fails to go away if you use one of the yellow tabs that appear under
particular conditions in the *Title Bar* (Picture Tools, Drawing Tools, etc.)

I can't repro it with any of the contextual tabs (which are what Picture
Tools Format, Drawing Tools Format, etc., are called).

Oh, I see what the problem is. Click the part of the tab that says Format,
not the part that says Drawing Tools or Picture Tools. Then it will behave
as you expect.
