PowerToy - Open Frame in New Window

In IE 4.x (and 5.x - I think) you used to be able to
download and install a "PowerToy" that would allow you to
be able to right-click on a frames webpage and
select "Open Frame in New Window." This was particularly
helpful when tracking frame-specific content URLs. I
can't find this option anywhere for IE 6.0. Am I looking
in the right place? Does it exist? How do I get this
option back to use with 6.0?
